Out here in the real world, us regular folks might construe that to mean something to the effect of "soldiers were told to torture people". Nice try, though.
...And while we're at it, we'd like to take a moment to say to the Bush administration that the ball is in your court now. Another successful terrorist attack in the U.S. isn't going to play out too well now that we have a large document telling us what ought to be fixed.
