Meanwhile,

The rest of the administration tries to prove my point by selectively releasing scores of documents which paint a rosy picture on the White House prisoner policy scandal. After Watergate, public officials learned how to protect themselves from future scandals by preparing countermemos to politically sensitive policies they were considering at the time. For example, in Vermont there are internal memos floating around showing then Governor Howard Dean's opposition to civil unions, even though he later went ahead and signed the bill and has since claimed support. It's a practice that should stop, but probably won't. In the meantime, the old adage "Actions speak louder than words" should be the starting point from which to judge the sincerity of President Bush's "humane" treatment policy.
