Quick thought: After looking over the breakdown of the 87 billion for Iraq, I thought it a bit strange at the range and cost of programs to document crimes against humanity and to memorialize them. Perhaps the Bush Administration feels a sudden desire to turn Iraq into a poster child for the new world order (as defined by PNAC) and its emphasis on human rights? It seems a bit more of a political move -- I wonder seriously if this would have even been in the budget if the weapons of mass destruction turned up as predicted...
