One more interesting article in the New Yorker, but unfortunately unavailable online would be Nicolas Lemon's profile of Bush political adviser Karl Rove. A quote from Rove about his ultimate goal:

"I think we're at a point where the two major parties have sort of exhausted their governing agendas.., This periodically happens. This happened in 1896, where the Civil War party system was in decline and the parties were in rough parity and somebody came along and figured it out and helped create a governing coalition that lasted for the next some-odd years. Similarly, somebody will come along and figure out a new governing scheme through which people could view things and could, conceivably, enjoy a similar period of dominance."

The article states that it's pretty clear Karl Rove wants to be that somebody. So I'll posit the question I'll answer myself: Knowing that term limits keep the most powerful person in the world from governing more than eight years, how does one find a way around that to establish a "period of dominance" like the FDR/Truman administrations? If I had such ambitions, I would position myself where I wasn't the President, but the most trusted advisor of an easily influenced, telegenic chief of state who has difficulty forming his own opinions, while picking and grooming an equally malleable, telegenic successor.
