Quick note: the New York Times today quotes President Bush as declaring that "even as he is destroying these few [Al-Samoud] missiles, he has ordered the continued production of the very same type of missiles." Note that the offending missiles had a range of about 126 miles, and that the maximum allowable range for an Iraqi ground-based missile is 93 miles. It is perfectly acceptable for Iraq to produce those missiles that have a range up to 93 miles, and these may be the missiles that are now being produced. Therefore, this statement needs some clarification before it can be accepted as evidence of Iraqi non-compliance.
